WiNC GME Consortium Resident/Fellow Policies
The term resident/residency is used synonymously with fellow/fellowship unless otherwise specified.

Programs, in partnership with the Sponsoring Institution, must design an effective program structure that is configured to provide residents with educational and clinical experience opportunities, as well as reasonable opportunities for rest and personal activities that complies with ACGME work hours limitations.

To outline a process and responsibilities in compliance with the ACGME, in the event of a pending or actual closure of the WiNC GME Consortium sponsoring institution or a WiNC-sponsored residency program or a reduction in size of a WiNC-sponsored residency program.

To help assure both the program and the unvaccinated resident applicant of the resident applicants eligibility to complete the programs required rotations prior to accepting a residency appointment.

The ACGME’s Common Program Requirements specifically address diversity, equity, and inclusion and expectations for Sponsoring Institutions and Programs.

To outline guidelines for facilitating resident education and well-being in the event of a disaster/interruption in patient care, ensuring compliance with requirements from the ACGME.

To establish fair, equitable, and consistent guidelines for ABPS fellow recruitment and selection.

To outline a standardized approach for making and documenting decisions about fellows ability to demonstrate sufficient professional ability to practice competently and independently, while having met all requirements for completion of the program.

To outline the Wisconsin Northern & Central (WiNC) GME Consortium philosophy regarding Equal Employment Opportunity (EEO).

The WiNC GMEC is charged with overseeing compliance of all WiNC sponsored graduate medical education (GME) programs to the standards of the Accreditation Council for Graduate Medical Education (ACGME), establishing effective administrative and educational policies and procedures that ensure a clinical learning environment (CLE) that is of the highest quality and safety.

To provide common definitions for “conditions or restrictions beyond those generally associated with the training regimen at your facility” on the Standard Residency Verification Letter (attached).

This policy details the health, disability, and life insurance coverage provided to WiNC residents/fellows and their eligible dependents.

To describe the dissemination of and the information which must be provided to an applicant invited to interview for a resident/fellow position.

To ensure that moonlighting by residents does not interfere with a resident’s ability to achieve the goals and objectives of the educational program, compromise patient safety, and/or exceed duty hour limits outlined by the Accreditation Council for Graduate Medical Education (ACGME). Please also see the Moonlighting Guidance for Health Care Organizations. If approved for moonlighting by your Program Director, health systems need to follow this guidance.

To provide guidance to health care organizations regarding how to properly report a certificate of insurance to IPFCF for resident/fellow moonlighting.

To outline a policy regarding resident noncompetition guarantees and restrictive covenants.

To outline guidelines for notifying residents about actions affecting their Agreement of Appointment that is in compliance with:
Accreditation Council for Graduate Medical Education (ACGME) requirements
Federal and state employment law
Policies and procedures of the resident’s employing organization

To outline a policy regarding acceptable standards of behavior in the residency program.

To outline the provision of professional liability insurance coverage for WiNC residents required by both the ACGME and Wisconsin Statute.

To outline a process for developing, signing, retaining, and renewing Program Letters of Agreement (PLA), ensuring compliance with the Accreditation Council for Graduate Medical Education (ACGME).

To detail the requirements for resident/fellow appointment/contracts.

To establish uniform qualifications for applicants to WiNC-sponsored residency programs and to ensure compliance with the Accreditation Council for Graduate Medical Education (ACGME), including Osteopathic Recognition Requirements, and the National Resident Matching Program (NRMP).

To outline a standardized approach for making and documenting decisions about residents’ readiness to advance to the next level of training, or ability to demonstrate sufficient professional ability to practice competently and independently, while having met all requirements for completion of the program.

1. To better track and monitor program and institutional compliance with ACGME requirements.
2. To outline a standardized reporting format which provides clarity for GMEC regarding:
a. Program/institution status on each citation/IR recommendation
b. Plan of action to address each citation/IR recommendation
c. Identification of areas where GMEC assistance is needed
d. Identification of citations/IR recommendations that are adequately addressed and those that need further attention.

WiNC Resident/Fellow Essential Duties

Residents have the right to file grievances and appeal decisions about their appointment status.

To define the resident impairments that compromise the ability to learn, provide safe and appropriate patient care, or their own wellbeing.
To describe how to take actions as appropriate for the best interest of the impaired resident, patients, his/her colleagues, faculty and staff.

To establish fair and equitable guidelines for resident recruitment and selection, and to ensure compliance with the Accreditation Council for Graduate Medical Education (ACGME), including Osteopathic Recognition Requirements and the National Resident Matching Program (NRMP).

To outline guidelines and responsibilities for facilitating safe and supportive educational and work environments for residents in compliance with requirements from the Accreditation Council for Graduate Medical Education (ACGME).

This policy provides a guideline for resident time away from the program including vacation, illness, short and long-term absences, and leaves of absence.

The purpose of this policy is to define; underperforming ACGME-accredited residency and fellowship programs, the GMEC special review processes, and methods to oversee and resolve the issues.

To provide appropriate and educationally helpful supervision for residents and fellows during patient care activities, ensuring safe and effective care for patients and compliance with requirements from the Accreditation Council for Graduate Medical Education (ACGME).

To outline the requirements for resident interactions with vendors/corporations that is consistent with WiNC policies, as well as the policies of clinical entities where residents see patients.

H1-B applications are only accepted for the MCW-CW Psychiatry Program. J-1 applications are only accepted for the MCW-CW Psychiatry Program and the Eau Claire Family Medicine Residency.
